Can my shipment clear customs before I have a personnummer?

A samordningsnummer (coordination number) or the uppehållstillstånd card is sometimes accepted while the personnummer is being issued. The personnummer is needed long-term for utilities, banking, and health care, so getting it quickly still matters.

How strict is Tullverket about alcohol in a household shipment?

Strict. Systembolaget is the state alcohol monopoly and any meaningful quantity is flagged. Small personal-use amounts are fine if declared; a wine collection should be declared separately with excise duty paid.

What about my car?

Used cars can be imported into Sweden, but emission and homologation standards are tight and the vehicle must pass a Swedish registration inspection (besiktning). We always quote vehicle import separately from household goods.
